Appended Table 3 (Related to Article 4, paragraph (1))

一食鳥処理場の衛生的管理

(i)Sanitation management of poultry slaughterhouses

イ清掃を適切に行い、衛生上支障ないように保持すること。

(a)proper cleaning and maintenance of sanitation

ロ整理整頓を行い、不必要な物品等を置かないこと。

(b)keeping things in order and not leaving any unnecessary objects

ハ床、内壁、天井、窓又は扉等に破損又は故障等があるときは、速やかに補修又は修理を行うこと。

(c)prompt repair if there is any damage or failure of the floor, inner walls, ceiling, windows, doors, etc.

ニ汚臭及び過度の湿気を除くよう十分に換気すること。

(d)Adequate ventilation for removing foul smells and excess humidity

ホ採光又は照明装置により必要な照度を確保すること。

(e)Maintaining necessary illumination using natural lighting or lighting equipment

ヘ給水設備等の衛生管理は、次に従い行うこと。

(f)sanitation management of water supply, etc. in accordance with the following:

(1)水道事業等により供給される水以外の水を使用する場合は、一年に一回以上(災害等により水源等が汚染され、水質が変化したおそれがある場合は、その都度)水質検査を行い、その結果を証する書類を少なくとも一年間保存すること。また、その結果、飲用不適となったときは、直ちに都道府県知事の指示を受け、適切な措置を講じること。

ト排水溝は、固形物の流出を防ぎ、かつ、排水がよく行われるように清掃し、破損した場合は速やかに補修すること。

チ機械器具の衛生管理は、次に従い行うこと。

(h)The sanitation management of mechanical devices is performed in accordance with the following:

(1)機械器具は、その使用目的に応じたものを使用すること。

1.Mechanical devices suitable for the purposes are used.

(2)食鳥とたい、食鳥中抜とたい又は食鳥肉等に直接接触する機械器具の面は、使用する前に必ず洗浄消毒すること。

2.The surfaces of mechanical devices that come into direct contact with a poultry carcass, eviscerated poultry carcass, or poultry meat, etc. are cleansed and disinfected before each use.

(3)疾病若しくは異常又はこれらの疑いのあるもの等を処理した場合であって、他に汚染のおそれがあるときには、使用した機械器具は、その都度洗浄消毒等を行うこと。

3.Whenever processing birds that have disease or abnormality or those suspected of having disease or abnormality, if there is a risk of the contamination of other poultry carcasses, eviscerated poultry carcasses, or poultry meat, etc., the mechanical devices used are cleansed and disinfected.

(4)機械器具は、作業終了後洗浄消毒すること。

(6)機械器具は、定期的に点検し、故障又は破損等があるときは、速やかに修理又は補修を行い、常時適正に使用できるよう整備すること。

(7)温度計、圧力計及び流量計等の計器類は定期的にその精度を点検し、故障又は異常等があるときは、速やかに修理等を行うこと。

リ食鳥処理施設、製品保管室及び包装資材室(認定小規模食鳥処理業者のその認定に係る食鳥処理場にあっては、それぞれ、食鳥処理室、製品保管設備及び包装資材設備。以下同じ。)へのそ族、昆虫等の侵入を防止するため、防そ・防虫設備に破損又は故障があるときは、速やかに補修又は修理を行うとともに、防そ・防虫設備のない窓及び出入口を開放状態で放置しないこと。また、定期的に駆除作業を行い、その記録は少なくとも一年間保存すること。

(i)To prevent the entry of rodents, insects, etc. into the poultry slaughterhouse, product storage room, and packaging materials room (in the case of a poultry slaughterhouse subject to the certification of a certified small-scale poultry slaughterer, the poultry slaughtering room, product storage equipment, and packaging materials equipment, respectively; the same applies below), any damage or failure of the rat or insect-repellent devices is promptly repaired. Windows and exits and entrances without rat or insect-repellent devices are not left open. Extermination is performed periodically and the record thereof is retained for at least one year.

ヌ殺そ剤及び殺虫剤等の薬剤は、食鳥処理施設及び製品保管室以外の所定の場所に保管すること。

(j)Rodenticides, insecticides, and other chemical agents are stored in a specified place other than the poultry slaughtering facility and the product storage room.

ル製品保管室の冷蔵・冷凍設備は、冷蔵保存の場合にあっては摂氏十度以下、冷凍保存の場合にあっては摂氏マイナス十五度以下となるよう管理を行うこと。

(k)The refrigeration and freezing equipment in the product storage room is managed at 10 degrees Celsius or lower in the case of refrigerated storage and at minus 15 degrees Celsius or lower in the case of frozen storage.

ヲ不可食部分等の衛生管理は次に定める基準に従い行うものとする。

(l)Sanitation management of non-edible parts is performed in accordance with the following criteria:

(1)不可食部分は、食鳥処理場の衛生管理に支障を生じないよう適切に不可食部分用容器に収納、搬出するとともに、当該不可食部分用容器は、作業終了後、空にして洗浄すること。

1.Non-edible parts are appropriately placed in the non-edible part containers and carried out to prevent any hindrance to the sanitation management of the poultry slaughterhouse. The non-edible part containers are emptied and cleansed after work.

(2)別表第一若しくは別表第二に規定する食鳥処分用容器又は別表第一若しくは別表第二に規定する廃棄用容器(以下単に「廃棄用容器」という。)は、汚液、汚臭等が漏れないよう適切に食鳥処理施設外に搬出するとともに、作業終了後、空にして洗浄消毒すること。

3.The poultry, poultry carcass, eviscerated poultry carcass, or poultry meat, etc., as well as non-edible parts, for which disposal or other measures must be taken, are properly processed in a manner that prevents any hindrance to sanitation.

ワ便所は、清潔に保ち、定期的に消毒を行うこと。

(m)Lavatories are kept clean and periodically disinfected.

カ洗浄消毒は、次に従い行うこと。

(n)Cleansing and disinfection are performed in accordance with the following:

(1)薬剤を使用する場合にあっては、目的に応じたものを適正な方法で使用すること。

1.When chemical agents are used, the agents are properly used in accordance with the respective purposes.

(2)温湯を使用して消毒する場合にあっては、摂氏八十三度以上の熱湯を使用すること。

2.When hot water is used for disinfection, hot water of 83 degrees Celsius or higher is used.

ヨ手洗い設備には、手洗いに必要な洗浄消毒液を備え、常時使用できるようにすること。

(o)Hand-washing equipment is equipped with cleansing disinfectant required for hand-washing that is ready for use at any time.

タ清掃用器材は所定の場所に保管すること。

(p)Cleaning tools are stored in specified places.

二食鳥、食鳥とたい、食鳥中抜とたい及び食鳥肉等の衛生的取扱い

(ii)Sanitary handling of a poultry, poultry carcass, eviscerated poultry carcass, and poultry meat, etc.

イ生体の受入れ

(a)Receipt of live birds

(1)食鳥処理をしようとする食鳥の集荷に当たっては、異常なものの排除に努めるとともに、生体の健康の保持に留意して輸送すること。

1.Efforts are made to exclude abnormal birds from poultry collected to be slaughtered and precautions are taken to maintain the health of live birds during transportation.

(2)生体輸送用容器は、清潔なものを使用し、使用後十分に洗浄消毒すること。

2.Clean live bird transportation containers are used and adequately cleansed and disinfected after use.

(3)生体検査に合格したもの又は食鳥の生体の状況についての基準適合の確認がされたものは、速やかにとさつ放血し、合格しなかったもの又は基準不適合の確認がされたものは、第三十三条に規定する措置を講じること。

3.Slaughter bleeding is promptly performed on birds passing the live bird inspection and for birds verified as conforming to the criteria. For birds failing the inspection or for birds verified as nonconforming to the criteria, the measures prescribed in Article 33 are taken.

ロ放血

(b)Bleeding

(1)放血は十分に行うこと。

1.Bleeding is adequately performed.

(2)放血された血液による生体及びとさつ後の食鳥の汚染を避けるよう留意すること。

2.Measures are taken to prevent the contamination of living animals and slaughtered carcasses by blood from bleeding.

(3)血液を回収する場合は、不浸透性材料で作られた容器に回収し、適宜搬出すること。

3.When blood is collected, collect it in a container made of impermeable materials and carry it out appropriately.

ハ湯漬

(c)Scalding

(1)放血後速やかに湯漬を行うこと。

1.Scalding is promptly performed after bleeding.

(2)湯漬は、十分な水量を用いて行うこと。

2.Abundant water is used for scalding.

(3)湯漬に当たっては、併せて汚染物をできるだけ除去するよう配慮すること。

3.During scalding, take considerations to remove contaminated objects as far as possible at the same time.

ニ脱羽

(d)Plucking

(1)脱羽に当たっては、噴射水洗をする等により羽毛が飛散しないようにするとともに、脱離した羽毛は、不可食部分用容器に収納し、作業中においても頻繁に食鳥処理施設外に搬出すること。

1.Jet washing and other measures are taken to prevent the scattering of feathers during the plucking process. The removed feathers are put in the non-edible part containers and frequently carried out of the poultry slaughtering facility even during the process.

(2)残留した羽毛は毛焼き等により除去すること。また、脱羽が不十分なものは、内臓の摘出を行わないこと。

2.The remaining feathers are removed by burning or other means. Evisceration is not performed on birds with inadequate plucking.

(3)脱羽後検査又は食鳥とたいの体表の状況についての基準適合の確認の前に食鳥とたいの脱羽を終了すること。

3.The plucking of a poultry carcass is completed before the post-plucking inspection or the verification of conformity to the criteria concerning the condition of the surface of the poultry carcass.

(4)不可食部分及び脱羽後検査に合格せず、又は食鳥とたいの体表の状況についての基準不適合の確認がされ、廃棄等の措置を講じなければならない食鳥とたいの全部又は一部は、他を汚染しないように取り扱い、それぞれ不可食部分用容器又は廃棄用容器に収納すること。

4.The non-edible parts, as well as the whole or part of the poultry carcass failing the post-plucking inspection or verified to not conform to the criteria concerning the condition of the surface of poultry carcass, for which disposal or other measures must be taken, are handled in such a manner that prevents the contamination of other eviscerated poultry carcasses or organs, and are respectively put in the non-edible part containers or in the waste containers.

ホ内臓摘出

(e)Evisceration

(1)内臓摘出後検査又は食鳥中抜とたいに係る内臓及びその体壁の内側面の状況についての基準適合の確認に際しては、次の事項に留意して処理すること。

1.The following precautions are taken for the post-evisceration inspection or for the verification of conformity to the criteria concerning the condition of the organs and the inner face of the body walls of an eviscerated poultry carcass:

(i)食鳥中抜とたい及び当該食鳥中抜とたいに係る内臓が同一の食鳥に由来するものであることが確認可能な状態で検査又は確認に供すること。

i.an eviscerated poultry carcass and the organs related to the eviscerated poultry carcass undergo inspection or verification in such a manner that enables their tracing to the source bird;

(ii)検査又は確認のための腹部の切開は、検査又は確認が実施可能な程度にとどめること。

ii.the abdominal incision for inspection or verification is limited to the minimum extent that enables inspection or verification; and

(iii)心臓、肝臓、脾臓、筋胃等は検査又は確認のために十分引き出すこと。

iii.the heart, liver, spleen, gizzard, etc. are adequately pulled out for inspection or verification.

(2)消化管の内容物の漏出により食鳥中抜とたい及び食鳥肉等が汚染されないよう次の事項に留意して処理すること。

2.The following precautions are taken to prevent the contamination of an eviscerated poultry carcass and poultry meat, etc. by the spilled gastrointestinal contents:

(i)腹部の切開は、消化管の損傷がないように注意して行うとともに、不要な切開は避けること。

i.the abdominal incision is carefully performed not to cause any damage to the gastrointestinal tract, avoiding unnecessary incision;

(ii)総排泄腔の切除は、内容物の漏出がないよう注意して行うこと。

ii.the cloaca excision is carefully performed not to cause a spill of the contents;

(iii)内臓摘出後検査に合格し、又はその体壁の内側面の状況についての基準適合の確認がされた食鳥中抜とたいは、適正な水量で内外とも十分に洗浄すること。

iii.an eviscerated poultry carcass passing the post-evisceration inspection or verified as conforming to the criteria concerning the condition of the inner face of its body walls is cleansed both inside and outside with an adequate amount of water;

(iv)内臓摘出後検査に合格し、又は基準適合の確認がされた内臓は、食用部分と不可食部分に区分し、食用部分は十分に洗浄すること。

iv.the organs passing the post-evisceration inspection or verified as conforming to the criteria are divided into edible parts and non-edible parts, with the edible parts adequately cleansed;

(v)不可食部分及び廃棄等の措置を講じなければならない部分は、食用部分を汚染しないように取り扱い、それぞれ不可食部分用容器又は廃棄用容器に収納すること。

v.The non-edible parts and the parts for which disposal or other measures must be taken are handled in such a manner that prevents the contamination of edible parts, and are respectively put in the non-edible part containers or in the waste containers.

ヘ冷却

(f)Refrigeration

(1)洗浄した食鳥とたい、食鳥中抜とたい及び食鳥肉等は、速やかに摂氏十度以下に冷却すること。

1.The poultry carcass, eviscerated poultry carcass, or poultry meat, etc. that have been cleansed are promptly refrigerated to 10 degrees Celsius or lower.

(2)食鳥とたい、食鳥中抜とたい、食鳥肉等を冷水により冷却する場合は、冷却機で冷却された水又は適量の砕氷を入れた水で十分に換水しながら行うとともに、水分の吸収及び残量を最小限にとどめること。

2.In cases where a poultry carcass, eviscerated poultry carcass, or poultry meat, etc. are refrigerated with cold water, the process is performed using water refrigerated in a refrigeration machine or water into which a sufficient amount of crushed ice is placed, while adequately changing water. Measures are taken to minimize the amount of water absorbed and remaining within the poultry carcass, eviscerated poultry carcass, or poultry meat, etc.

(3)冷却槽は、作業終了後、空にして洗浄消毒を行うこと。

ト食鳥とたい、食鳥中抜とたい及び食鳥肉等は、清潔で衛生的な方法で取り扱い、汚物、有毒若しくは有害な物質又は病原微生物により汚染されないようにすること。

(g)a poultry carcass, eviscerated poultry carcass, or poultry meat, etc. are handled in a clean and sanitary manner to prevent contamination by dirt, toxic or hazardous substances, or pathogenic microorganisms.

三従事者の衛生管理

(iii)Sanitation management concerning workers

食鳥処理業者又は食鳥処理衛生管理者は、次に従い従事者の衛生管理を行うこと。

The poultry slaughterer or a poultry slaughtering sanitation manager undertakes the sanitation management concerning workers through the following actions:

(1) 従事者の健康状態の把握に努め、必要に応じ健康診断を受けさせること。

1. making efforts to ascertain the health condition of workers and having them undergo health checks when necessary;

(2) 化膿性疾患等食中毒の原因となる疾患又は食鳥肉等を介して伝染するおそれのある疾患に感染した従事者を、食鳥処理に従事させないこと。

2. preventing workers infected with a purulent disease or other diseases that may cause food poisoning or with a disease that may be transmitted via poultry meat, etc. from engaging in poultry slaughtering;

(3) 食鳥処理場においては、従事者に明淡色で清潔な専用の作業衣及び帽子を着用させ、並びに専用の履物を履かせ、かつ、不要の物を身につけさせないこと。

3. having workers in a poultry slaughterhouse put on dedicated work clothes and caps that are clean and light-colored, as well as dedicated footwear, while preventing them from putting on unnecessary items;

(4) 作業中に、前掛等を着用した状態で従事者を便所へ立ち入らせないこと。

(5) 従事者の手指は常に清潔に保ち、作業前、用便後及び食鳥、食鳥とたい、食鳥中抜とたい又は食鳥肉等を汚染するおそれのあるものに接触した後には、よく洗浄消毒をさせること。

5. having workers keep their hands and fingers clean at all times and adequately cleanse and disinfect them before work, after going to the lavatory, and after coming into contact with matter that may contaminate a poultry, poultry carcass, eviscerated poultry carcass, or poultry meat, etc.; and

(6) 食鳥処理場においては、従事者に所定の場所以外での着替え、喫煙、放たん及び食事等をさせないこと。

6. preventing workers in a poultry slaughterhouse from dressing, smoking, spitting, or eating outside the specified areas.

四教育訓練

(iv)Education and training

イ衛生管理計画及び手順書に基づいた食鳥処理が行われるよう、食鳥処理に従事する者その他の関係者に対して、衛生管理に必要な教育を実施すること。

(a)To ensure that poultry slaughtering is performed in accordance with the sanitation management plan and the procedures manual, necessary training for sanitation management is implemented for workers engaged in poultry slaughtering and other relevant persons.

ロ化学物質を取り扱う者に対して、使用する化学物質を安全に取扱うことができるよう教育訓練を実施すること。

(b)Education and training are implemented for persons who handle chemical substances, so that they can safely handle the chemical substances for use.

ハイ及びロの教育訓練の効果について定期的に検証を行い、必要に応じて教育内容の見直しを行うこと。

(c)The effectiveness of the education and training in (a) and (b) are periodically verified for the review of training when necessary.

五その他

(v)Other Matters

イ食品衛生上の危害の発生の防止に必要な限度において、取り扱う食鳥の産地、食鳥とたい、食鳥中抜とたい又は食鳥肉等に係る食鳥処理の状態及び食鳥肉等の出荷又は販売先その他必要な事項に関する記録を作成し、保存するよう努めること。

(a)Within a range required for the prevention of food sanitation hazards, efforts are to be made for keeping and retaining records concerning the place of production of the poultry handled, the condition of poultry slaughtering related to a poultry carcass, eviscerated poultry carcass, or poultry meat, etc., the destinations of delivery or marketing of poultry meat, etc., and other necessary matters.

ロ食鳥とたい、食鳥中抜とたい及び食鳥肉等について自主検査を行った場合には、その記録を保存するよう努めること。

(b)Efforts are to be made to retain the records of the voluntary inspection of a poultry carcass, eviscerated poultry carcass, and poultry meat, etc. if applicable.

ハ食鳥処理場内に食鳥処理に従事する者その他の関係者以外の者をみだりに立ち入らせないこと。

(c)Measures are taken to prevent the unauthorized entry of persons other than those engaged in poultry slaughtering and other relevant persons into the poultry slaughterhouse.
